Growth in the number of mobile subscribers has been helped by the poor condition of much of the country’s fixed-line infrastructure. Underinvestment in infrastructure by Copaco has meant that lift Paraguay’s teledensity remains very low for the region. There is little expectation that the situation will be addressed effectively until the operator is restructured.
Another major drawback for Copaco and for Paraguay’s telecom sector generally is the country’s landlocked position, which makes it dependant on neighbouring nations for interconnection with submarine cable networks. This has driven up the price of broadband services, hampered growth in the sector and resulted in relatively low penetration.
Available technologies include DSL, cable modem, FttP, and WiMAX. Copaco has a near-monopoly in the DSL market, given that there is little regulatory provision for unbundled local loops and other access mechanisms. DSL is the main fixed broadband technology, but it is unavailable in much of the country due to low teledensity. There is a fast growing fibre broadband market, though the number of subscribers remains small while network builds remain limited to certain pockets within the major cities.

Copaco’s main competitor in the fixed broadband market is Millicom’s Tigo, which offers broadband via cable modem under the brand name Tigo Hogar. The service is available in Asunción and neighbouring towns over a Hybrid Fibre-Coaxial (HFC) network. Tigo also provides broadband using WiMAX and FttP technologies.
There is effective competition in the mobile market, which is served by four operators: Tigo (the market leader), Telecom Argentina’s Personal (Núcleo), América Móvil’s Claro, and Copaco’s Vox. The incumbent telco Orange Poland has seen its market share dwindle in the face of competition and a regulatory environment which has facilitated the market entry of new players and extended network to Orange Poland’s fibre and copper networks. 

The mobile market in recent years has been characterised by the rapid extension of LTE networks and the development of services. By early 2017 mobile penetration stood at around 142%, among the highest rates in the region. For many years the popularity among consumers for keeping two or more SIM cards distorted the mobile penetration rate. This has been addressed on to fronts: by the regulator encouraging network operators to disconnect dormant SIM cards, and by the government which passed legislation, effective from February 2017, which obliged prepaid SIM card holders to register their details with network providers. As a result there has been a significant readjustment in the number of subscribers in the market since 2015. 

The market has effective competition from a number of MNOs, and has room for about 20 MVNOs. ARPU continues to be adversely affected by retail tariff competition and regulatory mandated reductions in mobile termination rates and roaming tariffs. However, operators anticipate that ARPU will stabilise in coming years in line with consumer adoption of mobile data services, facilitated by improved network infrastructure. LTE networks provide extensive population coverage, which will increase further into 2017 as operators make greater use of concessions in the 800MHz and 2600MHz bands, released to them in early 2016, and refarm spectrum currently used for GSM and 3G services. 

Poland’s fixed broadband market has benefited from excellent cross-platform competition, with comprehensive DSL infrastructure complemented by extensive cable networks and a growing fibre presence. Commercial considerations meant that fibre was for some years restricted to a number of urban areas, though more recently the sector has received considerable financial support from the government and the European Union. This support is aimed at building fibre-based networks across the country (particularly in eastern areas) and promoting fibre connectivity to end-users. As a result, the proportion of broadband subscribers receiving a service of at least 100Mb/s has increased sharply in recent years. In the cable sector some market consolidation has continued with the acquisition by Liberty Global of the cable assets of Multimedia Polska.

Russia’s mobile operators gear up for 5G services by 2019

The Russian telecom market is the largest in Europe, supported by a population of about 143.5 million. The country’s ongoing economic woes, partly resulting from difficulties associated with a range of sanctions related to the annexation of Ukraine, have impacted growth in the telecom sector.

The market is dominated by the western regions where the main cities and economic centres are concentrated. All sectors have been liberalised, with competition most prevalent in Moscow and St Petersburg. The former holding company for Russia’s incumbent telecom operators, Svyazinvest, has emerged as Rostelecom, with most regional players absorbed into the operator. Rostelecom subsequently merged its mobile business with Tele2 Russia, which launched mobile services in the important Moscow market in October 2015.

Telcos continue to deploy and modernise fixed-line network infrastructure to offer improved broadband services as well as a range of IP-delivered content. The government is investing billions of Rubles in a 200,000km telecom network which will provide a broadband service of at least 10Mb/s to thousands of underserved villages. Rostelecom has been contracted to undertake and manage the work.

Russia has also emerged as one of Europe’s fastest growing markets for fibre-based broadband, with Rostelecom’s own fibre broadband access network covering more than 33 million premises. By the end of 2016 some 60% of the company’s broadband subscribers were on its fibre infrastructure.

The number of mobile subscriptions has passed 230 million, while SIM card penetration is high, at around 162% by early 2017. Several mobile network operators are active, although the market is dominated by four major operators (MTS, VimpelCom, Tele2 Russia/Rostelecom and MegaFon). These have expanded their footprints widely through the acquisition of smaller regional service providers. Tele2 Russia has undergone several changes of ownership in recent years, becoming a significant player following its merger with Rostelecom. Competition in the key markets of Moscow and St Petersburg is fierce, due to the size of the cities’ populations and the higher concentration of wealth there. Tele2 Russia launched services in Moscow in late 2015 and has steadily gained market share.
